Are Red Light and Speed Cameras Legal in Idaho? 2025 Law

Idaho has never had a law authorizing red light or speed camera tickets, and since July 1, 2025, it has gone further: a new state law bars automated devices from being used to issue traffic citations at all. That law is not titled a «camera ban,» and it was not written primarily about traffic cameras. It is a license-plate-reader data law that reaches camera ticketing through a broad definition, and understanding that distinction matters for reading it correctly.

Does Idaho Have a Traffic Camera Ban Statute?

Not in the sense of a law titled «Traffic Camera Ban.» What Idaho has is Idaho Code 49-1432, added in 2025 by SB 1180, a statute primarily concerned with automated license plate readers (ALPR) and how their data can be used. It defines an automated license plate reader broadly, as «a device that passively records license plates of vehicles on a roadway or any similar device,» and then restricts what that device and its data can be used for.

The operative language is 49-1432(2)(b): «The device and its data shall not be used to enforce traffic infractions other than those associated with a traffic accident.» Red light and speed cameras work by recording a vehicle's license plate as evidence of a violation, which is exactly the kind of device this definition reaches. The practical result is that Idaho law bars automated devices from issuing traffic citations for ordinary red light or speeding violations, even though the statute was not written or titled as a dedicated camera-enforcement ban.

What SB 1180 Actually Stopped

Before 2025, Idaho had no ATE (automated traffic enforcement) statute of any kind, positive or negative, in Title 49 of the Idaho Code. The state was what researchers call a «silent» jurisdiction: no law authorized camera ticketing, and no law banned it either. That changed when SB 1180 took effect July 1, 2025.

Contemporaneous news coverage indicates the city of Boise had been exploring a red-light-camera program in 2024 and 2025, and that SB 1180 halted those plans. No Idaho city is currently known to operate a camera-ticket enforcement program of any kind under this article's research.

What's Still Unaddressed

Idaho's statute does not spell out every possible use of an automated device, and two questions are genuinely open rather than resolved one way or the other:

  • Toll road cameras. No language in 49-1432 specifically addresses toll collection, and no separate Idaho statute confirming or denying toll-camera use was identified for this article. Do not assume toll enforcement is either protected or barred by this law.
  • School bus stop-arm cameras. Many states that ban red light or speed cameras carve out a separate exception allowing cameras on school buses to cite drivers who illegally pass a stopped bus. No such carve-out, and no separate prohibition, was found in Idaho law for this article. If you receive a citation from a bus-mounted camera in Idaho, its legal basis is a different, unresolved question from the one this page addresses.

What This Means If You Get a Ticket

Because Idaho law bars automated devices from enforcing ordinary traffic infractions, a red light or speed camera ticket issued by an Idaho city or county for a routine moving violation would not have a lawful statutory basis to enforce under current Idaho Code.
