Utah Traffic Camera Ticket Laws: Photo Radar Rules and the No-Points Shield

Utah runs traffic cameras differently than almost every other state that authorizes them. A peace officer has to be physically present with the photo radar unit when it operates, which sounds like an ordinary traffic stop. But the resulting ticket is legally shielded the way a mailed civil penalty would be in an owner-liability state: no points, no entry on your driving record, no reportability at all. Utah also has no red light camera law of any kind. Here is what the statute actually says, and why a popular claim about a 2022 change to it is false.

How Utah's Photo Radar Law Actually Works

Utah Code 41-6a-608 authorizes photo radar for speed enforcement only, and only under a specific set of conditions written directly into the statute. Photo radar may be used in school zones, or in other areas with a posted speed limit of 30 mph or less. A peace officer must be present with the photo radar unit at the time it is used. Signs have to be posted warning drivers that photo radar may be in use. A local highway authority's governing body has to approve the use of photo radar before its jurisdiction can deploy it. And every citation issued has to be accompanied by the photograph the system produced.

That officer-present requirement is what separates Utah's law from the mailed, owner-liability model used in states like Florida or Illinois. In Utah, the officer is standing there with the equipment, which is why the resulting citation functions procedurally like an ordinary traffic ticket rather than an administrative notice sent to a registered owner weeks later.

No Red Light Cameras in Utah, At All

Utah Code Title 41, Chapter 6a, Part 6 (the part of the code governing automated traffic enforcement) addresses only photo radar for speed. There is no statute authorizing red light cameras in Utah, and no statute banning them either. That makes Utah's red-light situation the same as the roughly dozen states around the country with no enabling law on the books: cameras simply are not an available enforcement tool for signal violations, because no state law creates the authority for a city or county to use one.

Why a Photo Radar Ticket Doesn't Touch Your Record or Insurance

Section 608(6) is direct: «A moving traffic violation obtained through the use of photo radar is not a reportable violation... and points may not be assessed against a person for the violation.» That is an unusual pairing. Most states that require an officer to be physically present treat the resulting citation as a real, point-carrying moving violation, the same as if the officer had used radar alone. Utah does the opposite: officer-present mechanics, but a statutory shield against points and reportability that most owner-liability, mail-only states use instead. The statute is silent on insurance specifically, but because the violation is not reportable, there is nothing for an insurer to find on a driving record.

The "2022 Amendment" Claim Is False

Some search results describe a 2022 Utah law that removed the officer-present requirement for school-zone photo radar. That claim does not match the actual statute. The current, official text of 41-6a-608 has not been amended since it was renumbered in the 2005 general session. A bill, 2022 SB 196, was introduced that session, but it did not amend 41-6a-608, and the officer-present requirement in subsection (2)(b) remains exactly as it has been since 2005. Anyone relying on older search summaries describing an unstaffed or fully automated Utah school-zone camera is relying on a fabricated fact, not the current law.

What Happens if You Get a Photo Radar Ticket

Because a Utah photo radar citation is issued by an officer on the scene rather than mailed later by an administrative agency, it follows Utah's ordinary citation and court process, not a special camera-ticket default or collections track. The statute itself does not spell out a camera-specific escalation path for nonpayment, which is a meaningful difference from mailed-notice states that build in doubling, default judgments, or registration holds directly into the camera law. Treat a Utah photo radar ticket the way you would any citation issued by an officer: respond by the date on the ticket, and confirm the specific court process with the citing jurisdiction if you have questions about payment or a contest date.

Vendors Can't Be Paid Per Ticket

Utah's law builds in a specific anti-quota protection that many camera statutes leave out. Section 608(4) states that a photo radar contract «may not specify any condition for issuing a citation,» which forecloses the kind of per-ticket vendor payment structure that has drawn controversy in other states' camera programs. Section 608(5) pairs that with a transparency requirement: the contract terms, the total number of citations issued, and the total fine revenue collected are all public information available on request. A local government running a photo radar program in Utah cannot structure it, or hide it, the way some other jurisdictions have.

School-Bus Stop-Arm Cameras Are a Separate Program

A different Utah law, Utah Code 41-6a-1310, authorizes cameras mounted on school buses to capture vehicles that illegally pass a stopped bus, with a portion of the resulting fine directed to the school district under 41-6a-1302(6)(d). That program runs on its own notice and enforcement process and is not part of the photo radar rules described above. If you received a notice tied to a school bus rather than a fixed roadside or school-zone camera, you are dealing with this separate law, not 41-6a-608.

A Bill to Watch

A 2026 bill, HB 178 (School Zone Speeding Amendments), moved through the legislature focused on penalties around school-zone speeding. Whether it changes anything in 41-6a-608 or Utah's automated-enforcement rules specifically was not confirmed in the version of the bill reviewed for this article, so treat any claim that Utah's photo radar law changed in 2026 as unverified until you check the enrolled bill directly.

How Utah Compares to Its Neighbors

Utah's pairing of officer-present mechanics with a no-points, non-reportable outcome is the inverse of what a lot of readers expect. In Arizona, for example, camera-detected violations run through the ordinary traffic-citation system and a conviction carries real points once the citation is actually served. Utah requires the same kind of officer involvement Arizona's system lacks at the moment of detection, yet still gives the driver the points-free treatment more commonly seen in mailed, owner-liability states like Colorado or Washington.
