Tennessee Traffic Camera Tickets: The $50 Cap and Heavy Restrictions

Tennessee allows cities to run red light and, in narrow circumstances, speed cameras, but the state legislature has spent more than a decade tightening the rules around them. The result is one of the most restricted, lowest-stakes camera-ticket regimes in the country: a $50 cap, no points, no license consequence, and speed cameras banned everywhere except school zones and a specific kind of dangerous curve.

How Tennessee's Camera Program Works

Tennessee's camera authority is entirely local-option: a city or county can choose to install red light or, in limited circumstances, speed cameras, but it operates under a single statewide statute, TCA 55-8-198, that has been rewritten twice specifically to restrict what those programs can do.

The first major restriction came in 2011 (Public Chapter 425). Before any camera can be installed, an independent traffic-engineering study following Institute of Transportation Engineers practices must be conducted, stamped by a Tennessee-licensed professional engineer, and the vendor operating the camera system is barred from conducting that study or choosing the engineer who does. The same law bars issuing a citation for a right-turn-on-red violation unless the intersection is specifically marked «No Turn on Red,» and it sets a precise evidentiary standard for red light violations: the photo evidence must show the vehicle's front tire or tires crossing the stop line while the light is red, and then the rear tire or tires crossing the same line, also while the light is still red. Only one citation is allowed per distinct offense, and a citation is invalid if the vehicle's registration data doesn't match the vehicle actually photographed.

Speed Cameras Are Banned Almost Everywhere

The bigger restriction came in 2015 (Public Chapter 468), which added a flat statewide ban on unmanned speed cameras, with two narrow exceptions: within a designated distance of a marked school zone, or on what the law defines as an «S-curve,» a bend in a road shaped like an S that inhibits a driver's full vision through the bend. Outside those two situations, an unmanned camera cannot be used to issue a Tennessee speed citation at all. That 2015 law also quietly replaced an older 2011 condition that had required school-zone warning flashers to be physically active at the time of the violation; current law does not require the flashers to be on. A 2026 bill that would have reinstated a flashers-or-children-present requirement died in committee that year.

Notice, Payment, and the $50 Cap

A camera citation must be mailed within 20 business days of the violation, sent from and payable to a Tennessee address. If you pay in lieu of appearing in court, the fine is capped at $50. Additional fees or court costs are added only after the payment deadline passes without payment, or if you contest the ticket and are found liable. Evidence supporting a citation may be reviewed only by a P.O.S.T.-certified officer or another state-commissioned officer, not by the vendor alone. Camera signage must meet Manual on Uniform Traffic Control Devices standards, posted 500 to 1,000 feet in advance of an enforced intersection. An earlier version of the statute also barred speed cameras within one mile of a road segment where the posted limit dropped by 10 mph or more, but 2015 Public Chapter 468 deleted that provision entirely and replaced it with the school-zone/S-curve-only placement rule described below; the mile-based restriction is not current law.

Why This Is One of the Lowest-Stakes Camera Regimes in the Country

Tennessee's camera citations are classified as nonmoving violations, not moving violations, and that classification carries real weight. They are not reported to the Tennessee Department of Safety, they cannot be used by an insurance company to raise your premium, and Tennessee law bars disclosing camera-ticket records to a consumer reporting agency, meaning a Tennessee camera ticket will not appear on a credit report the way a debt in collections might. The practical result: pay the $50 fine, or contest it, and either way a Tennessee camera ticket carries none of the license, insurance, or credit consequences that camera tickets in some other states do.
