Suriname E-Scooter Laws: New Rijwet Rules Start 1 January 2027

Are e-scooters legal in Suriname right now?

Until the amendment described below takes effect, Suriname has no scooter-specific traffic law. Secondary reporting describes electric scooters and other electric vehicles as having circulated "without clear rules or enforcement," which is consistent with there being no dedicated statute to date. That is a regulatory gap, not a statement that scooters are affirmatively legal; it simply means no rule has existed either way.

That is changing, but not yet. On 14 May 2026, the Nationale Assemblee voted unanimously to amend the Rijwet 1971 and the Wet Aansprakelijkheidsverzekering Motorrijtuigen. Dagblad Suriname reported the change directly: "Door de aanpassing vallen elektrische en elektrisch ondersteunde voertuigen voortaan onder dezelfde verkeersregels en verzekeringsplicht als reguliere voertuigen," meaning electric and electrically assisted vehicles will now fall under the same traffic rules and insurance duty as regular vehicles. The amendment is confirmed passed. It is not yet in force. Its effective date, per Dagblad Suriname's reporting, is 1 January 2027.

What will count as a covered vehicle

The only description available of which devices the amendment covers is the news paraphrase above: "elektrische en elektrisch ondersteunde voertuigen," electric and electrically assisted vehicles. This research attempted to read the bill's own text at its official source on the National Assembly's site to confirm the precise statutory definition, but the PDF is a scanned image with no text layer, so it could not be extracted. Whether the definition explicitly names standing kick-style e-scooters, or is written narrowly enough to cover only e-bikes and electric mopeds, is unverified. This is the single biggest open question in Suriname's new law and should not be assumed either way.

Rider rules (once in force, from 1 January 2027)

Per Dagblad Suriname's reporting, once the amendment takes effect the requirements include a minimum age of 16, a mandatory helmet, vehicle technical inspection, insurance, and registration. The rollout is phased, starting with a public information period before technical inspection and registration processes open. These figures come from secondary reporting on the bill, not from a primary text this research could read directly, so they are attributed accordingly rather than stated as confirmed statutory language.

Where you can ride

No source in this research sets out lane-by-lane or road-versus-sidewalk rules for electric vehicles under the amended Rijwet. Folding electric vehicles into "dezelfde verkeersregels" as regular vehicles implies they would be expected to follow the same road rules as any other motor vehicle once the law is in force, but this research did not find an explicit statement addressing sidewalks, cycle paths, or scooter-specific routing, so this should be treated as unconfirmed rather than assumed.

Penalties

No source in this research describes a fine schedule, either for the current unregulated period or for non-compliance once the amendment takes effect on 1 January 2027. This is a genuine gap in what is publicly reported so far, not a finding that penalties do not exist.

Enforcement in practice

Pre-amendment reporting describes electric scooters and vehicles as circulating without clear rules or enforcement, meaning there has been little to no documented enforcement activity to date. That is expected to change once the new registration, inspection, and insurance regime takes effect, but no enforcement approach for the post-2027 period has been reported yet. As with every jurisdiction, an absence of enforcement does not establish that riding is legal, and any future enforcement activity will not retroactively excuse the pre-2027 gap either way.

Suriname stands out in this research as the one jurisdiction with an actual enacted, not-yet-effective law rather than either a settled framework or an ongoing silence. The sequence is: a pre-amendment status quo with no dedicated rule, a unanimous 14 May 2026 vote in the Nationale Assemblee amending both the Rijwet 1971 and the motor vehicle insurance act, and an effective date of 1 January 2027. Two questions remain genuinely open: the exact device definition (whether kick-style scooters are named explicitly), and whether the phased rollout will publish specific dates for when technical inspection and registration actually open, beyond the initial information period.
