Slovakia E-Scooter Laws: Current Rules vs the 1 Sept 2026 Regime

Are e-scooters legal in Slovakia?

Yes. E-scooters (elektricke kolobezky) are legal nationwide under the Zakon o cestnej premavke c. 8/2009 Z. z. (Road Traffic Act), the statute that governs the currently applicable rules described below.

A separate, stricter set of rules has already been approved by parliament and is scheduled to take effect on 1 September 2026. As of this article's verification date, that new regime is enacted but not yet in force. Everything in this section describes the CURRENT law; the section further down describes what changes once 1 September 2026 arrives.

Rider rules (current law, in force now)

Under the current rules, only a person over 15 may ride an e-scooter on the road, according to converging Slovak legal-explainer sources describing the statute. That age floor is specific to riding on the public road; it does not apply on cycle paths, field or forest roads, or in residential zones, where younger riders are permitted.

Riders must keep both hands on the handlebars except briefly when signaling a turn. On a sidewalk or pedestrian path, riding is allowed only on the right side and only where it does not endanger or obstruct pedestrians, at no faster than walking pace. No helmet is legally required under the current rules; wearing one is recommended but not mandatory.

These specific figures rest on converging secondary Slovak sources (auto.pravda.sk, mojandroid.sk) describing the statute, rather than on a directly opened copy of the article text itself, since a direct fetch of the relevant slov-lex.sk provision did not return usable article text this session.

The new regime (NOT yet in force, from 1 September 2026)

Parliament approved an amendment to the road traffic law that reclassifies compliant devices as "small electric vehicles," with most changes reported to take effect 1 September 2026. This is a plan, not current law, as of this article's verification date.

Under the incoming rules, a qualifying device must not exceed 25 km/h by construction, have no seat, and carry a manufacturer's rating plate. Reported provisions include an unchanged minimum age of 15, primary use on cycle infrastructure or the road edge, sidewalk use allowed only at walking pace, and a helmet rule described in press coverage as recommended for adults but mandatory outside built-up areas, though the exact wording of that helmet distinction is unclear and not confirmed against the primary statute text. An alcohol limit of roughly 0.5 per mille in towns and on cycle paths, and fines of 500 to 1,000 euros through block (on-the-spot) proceedings, are also reported. The new rules apply only to the public road network; a scooter used on private land or a closed course is not affected either way, before or after 1 September 2026.

Rental

Bolt and Tier-style shared e-scooter fleets operate legally in Bratislava, and no rental ban has been identified for any Slovak city.

Enforcement in practice

Enforcement patterns do not change the legal status of a rule and are not permission to break it. No source reviewed for this article documented routine ticketing of the current age-15 or handlebar rules; enforcement of the existing regime looks minimal.

That gap appears to be part of the reason the incoming 1 September 2026 regime exists: a dedicated device category, an explicit alcohol limit and a fixed fine schedule read as a direct response to a currently vague, under-enforced rule set rather than a tightening of a well-enforced one.
