Grenada E-Scooter Laws: A Colonial-Era Definition Nobody Has Revisited (2026)

The short version

Grenada has never passed a law about e-scooters. It does not need one, in the sense that its long-standing vehicle statute already reaches them: the Motor Vehicles and Road Traffic Act, Chapter 201, Laws of Grenada, defines "motor vehicle" as "any mechanically propelled vehicle intended or adapted for use on roads." An electric scooter is mechanically propelled, and it is capable of being used on a road, so on the plain words of that sentence, it counts.

Why the definition reaches an e-scooter

What makes Cap. 201's wording so effective at catching a scooter is what it leaves out. There is no minimum engine size, no wattage figure, no top-speed cutoff, and no separate category for a bicycle-shaped or lightweight device anywhere in the interpretation section. A car, a motorcycle, and a stand-up electric scooter are all simply "motor vehicle" under this Act. In principle, that means the registration, licensing, and insurance obligations attached to any motor vehicle apply to a scooter too, the same way they would to a secondhand moped.

Riding, rules, and penalties

Cap. 201 does not set aside a bike lane, a sidewalk, or any other dedicated space for a scooter, so whatever road rules apply to motor vehicles generally would be the starting point here as well. The same goes for age limits, helmet requirements, and licence classes: none of these appear written specifically for a scooter anywhere this research found, which means whatever Grenada requires of an ordinary motor vehicle rider would be the default, though the specific figures were not verified for this article.

Penalties follow the same logic. Riding an unregistered "motor vehicle," which a scooter would be under this classification, would draw whatever general penalty Cap. 201 sets for that offence, but this article did not confirm the exact fine amount.

What this research did not settle

Three things are worth being upfront about rather than glossing over. First, only Cap. 201's base text was checked; no search was run for a later amendment that might add a scooter-specific rule, so this article cannot say with confidence that none exists. Second, nothing turned up describing an e-scooter rental business, dockless or otherwise, operating anywhere in Grenada. Third, nothing turned up describing how Grenadian police actually respond to a scooter on the road day to day, whether that means routine stops, occasional attention, or something else entirely. All three are gaps in what is currently documented, not conclusions, and none of them changes the classification set out above.
